Twinza Oil receives Ministerial approval for Pasca Project National Content Plan
Perth, Australia – Twinza Oil Limited ("Twinza") is pleased to announce that the Honourable Jimmy Maladina, PNG Minister for Petroleum, approved the National Content Plan ("NCP") for the Pasca Project on Tuesday, 11 August 2026.
The approval satisfies a requirement of the Pasca A Gas Agreement and is a prerequisite to the award of the Petroleum Development Licence (PDL) for Pasca.
Twinza Chairman Stephen Quantrill said: "Twinza Oil, as Operator of the Pasca Project, designed the National Content Plan to reflect our commitment to PNG's aspirations. This approval is an important step forward for PNG participation in Pasca, and together with our joint venture participant, Hevehe Petroleum Limited (an entity managed by Mineral Resources Development Company), we welcome the Minister's approval of a plan that will deliver long-term national benefit."
The NCP sets out how the Pasca Project will deliver meaningful benefits for PNG, including skills transfer, business growth and economic sustainability.
Mr Quantrill sincerely thanked the Twinza team members who led the work to secure this outcome.
Approval of the NCP carries ongoing obligations for Twinza, including implementing the Plan in accordance with the Oil and Gas Act 1998 and the Petroleum Sector National Content Policy 2023; reporting periodically to the Petroleum Sector National Content Office; and maintaining records and cooperating with any monitoring, audit or compliance reviews by the NPA. These requirements will now form part of Twinza's project governance and reporting as the Pasca Project progresses.
